Why Delta Requires a Different Approach

Delta combines three very different physical environments within one municipality. North Delta contains elevated and sloped terrain; Ladner and Delta’s industrial lowlands are strongly influenced by Fraser River drainage; and Tsawwassen combines coastal exposure with bluff terrain. Shade, elevation, traffic and meltwater can therefore produce very different winter conditions across the city.

Sidewalk Clearing Responsibility

Delta Highways Bylaw No. 8452, 2026, section 4.1(2), requires the owner or occupier of a commercial or industrial property to remove all snow, ice and rubbish from sidewalks abutting the property within 24 hours of accumulation
 

The same section does not impose that 24-hour requirement on residential property owners. The City instead publicly requests residential owners to clear sidewalks bordering their property. This distinction should remain explicit on the live page.

Who is responsible for snow removal in Delta?

Owners or occupiers of commercial and industrial properties must remove snow and ice from abutting sidewalks within 24 hours under Delta Highways Bylaw No. 8452, 2026. Residential property owners are strongly encouraged by the City to clear bordering sidewalks, but the current Highways Bylaw does not apply the same mandatory 24-hour provision to residential properties.
